Yeppers, no license required, no bag or possession limits for non residents to hunt coyote, skunk and weasel in Nevada (but leave all the other fur bearers alone, they all have trapping/hunting seasons and license/tag requirements). As Larry suggested, go east from Tahoe. But I'll add "almost anywhere... east along Highway 50; north of Interstate 80; or south of I-80 along Highway 95 or Highway 95 Alternate". The area around Fallon gets hit pretty hard between the Navy base (Top Gun) and calling contests, so further away from rather than closer to it are best.
You also need to pay attention to what county you are in as each has its own regs. Mostly you'd be in:
Churchill - wide open, including legal to spotlight at night.
Lander - No shooting 1 hour after dusk to 1 hour before dawn.
Nye - Same as Churchill except no shooting within 3 miles of the County Courthouse in Tonopah (LOL).
Mineral - same as Churchill
