HR 45 has nothing to do with your guns and the IRS.  HR 45 is was proposed by US Rep. Bobby Rush of IL.  It has no co-sponsors and it will go nowhere.  Rush proposes this bill every year and every year it goes always goes nowhere.

The bill that had the IRS stuff was SB 2099 introduced in 2000 by US senator Jack Reed.  It alwo went nowhere.
