Don't really see a whole lot of practicality, but they are definitely unique and interesting. I dunno if these are still being imported or not (Mandall's Shooting Supplies used to IIRC). I'm not sure who makes the guns, but I wouldn't be surprised if it was Mendoza; they have a long history of firearms and airgun manufacture, and something odd like this is just up their alley IMO
