22 bull match

I went to my first indoor rifle shoot last week and I think I am getting hooked.  I was considering getting a 21" or 23" bull barrel for my contender.  I figured on using match ammo.  Are these barrels good enough to consistently hit those little round target cards?  Assuming I get that good...

The distance is 50 feet and the target is one of those round circles about 1 1/2" in diameter.  Accuracy is measured to the .001".  I shot a .201" off center with a friends gun and am kind of getting hooked...

Since shooting is from a standing position, I need lots more practice at such a small target.

I was also thinking of a 3x9 scope with it remaining on 9.  

Any help will be greatly appreciated.

tipiguy,
make sure you buy a scope with an adjustable objective for shooting at such close ranges.  Most hunting scopes are adjusted to be parallax free at 100-150 yards, so the few extra bucks on the scope will be well spent when trying to shoot at that level of precision at close range.
