No. That's not just a simple adjustment it's designed and built into each and every scope. To do that they would have to redesign and basically remanufacture the scope for you.

I suggest you chose a scope with eye relief in mind to begin with. Leupold designs their scopes to maximize eye relief in the first place which minimizes FOV.

All scopes are compromises and the engineers must design them to optimize whatever feature is most important in a scope. The higher the power goes the less FOV it has and if they want to keep eye relief constant thruout the power range then something else must suffer as well. Optics laws are immutable and ya just can't have it all.

The Nikon Omega has 5", some of the Bushnell Banners have 6", Banners aren't H&R friendly tho if that's what its for, they have to be mounted in high or extra high rings unless you modify the hammer. You can have a scout mounted scope which will give you over 12" of eye relief.

I am looking to mount on a handi. I have mounted pistol scopes on them before in scout configuration, but using #82 weaver rails, and nc star pistol scopes. ocular lens was flush with breech, and completely out of the way of the hammer.  I don't feel confident doing that with a 45-70,(scope is cheap and a lot hangs over barrel with no support under it) so am looking for a more compact, better quality scope with the proper eye relief. I checked the nef faqs, for scout mounts, but haven't seen anything I like. Maybe I missed something. Any advise? I can't stand hammer extensions, and want a compact gun.

I have a leupold scout mount scope mounted on my lever marlin 35 Rem Its a 2 power and has a 9 inches of eye relief. It might  mount on a handi I'd ahve to check. got one of them too.

You're probably looking at a custom mounted scout scope, similar to the Weaver #92 mounted where the barrel sights normally are on an H&R, but it would need to be more substantial than it is for hot 45-70 loads if this if for your SS Ultra Hunter. Slufoot used one on his 45-70, but I think he only shoots trapdoor loads.

I couldn't get the pics of slufoots to upload. I wanted to see that set up. What do you think of the nikon buckmaster black powder scope? not magnified,(or silver) but is it solid enough for 45-70?

I would think so, the Buckmasters is a good scope. Slufoot's attached pics were lost after a software upgrade, that's why they don't show any more.  :-\

What do you think of the quality of a swift reliant pistol scope? Think it would hold up? by the way, I only plan on pushin' 300 grainers as fast as my shoulder likes. I'm guessing @ 2000fps.

The Reliant is their entry level scope, wouldn't be my first choice, I've had one that wasn't so good, but have had lots of Premiers that worked great. Recoil at that velocity won't be much more than 30-06, nothing like ruger loads that you've mentioned before.
