Just a guess here , but I'm thinking that the load has
too much compression and thus not allowing for proper ignition , causing either Hang-fires or bad pressure spikes , both of which are bad things for the shooters .
Also lower pressures are not always good for some rounds that are designed to run at higher numbers , they tend to not seal the case to the chamber properly and this causes blow-by , gas cutting , and fouling of the chamber & throat areas .
