What Does This Mean?

I've been away for awhile and have been spending time catching up on posts.  I keep running into a term that I don't understand.  What does "Banned site" mean?  As in the following:

There are internet sites that our honorable Graybeard does not wish to be discussed on his board.  As faithful followers of Graybeard's wishes, we put in "banned site" instead of the website or person(s) name being discussed.  If we are not so faithful, our Moderators come in and sensor our freedom of speech.  Freedom is here, but within the wishes of Graybeard (which is proper because he does own the site.)  Honor the wishes and continue to participate.  Else...... well, the else is you wont be here if you don't.

It is much easier to play fair and share with your forummates.  Rile the Graybeard, and you go to the ex-members list.
