Our leaders didn't have the cajones to actually make a declaration of war. We call it an overseas contengency operation or human caused disaster or some such crap. Politically correct weenies. Seems I recall something about the liberals mocking the title and saying it should have been called the 'War on Terrorism'.

Regardless, Dubya called it a war, and I can't think of any other word to describe what has been going on in Afghanistan and Iraq since we first lashed back against the World Trade Center attackers.

It is NOT a WAR.  It is a conflict, much as Korea, Vietnam, Panama, Desert Storm I and II.  Congress DID NOT declare WAR.  Therefore it is not a war.  Doesn't much matter to the guys on the two-way range, but a WAR allows much greater governmental control of the economy, manufacturing and all that.  A declared WAR indicates that the full resources of the nation are available and can and will be used to destroy the enemy.  We haven't done that since WWII.  We keep trying to be nice and not kill too many and to not offend anyone.  We should declare WAR.   We should carry the full might of the US economy and military into the fight.  We should destroy everyone and everything that is either attacking us or enabling the enemy.  A few missions against the Taliban where we turn a village or town into a moonscape is what we need.  Playing "nice" and trying not to blow up a building or two but to just try to surgically kill a bad guy obviously isn't working.  If they retreat to the mountain caves, then FAE's, bunker busters and caving in the mountain side to destroy the caves should be the answer.  Bring back the flame thrower and make some crispy Taliban critters.  Heavy bombing strikes, taking and holding ground, scorched earth everywhere else.  Deny the Taliban places to hide, support, money and refuge.  If we "own" it, they can't use it.  That's how we got the Germans, Italians and Japs.  Worked well in Korea until the Chinks got involved.  Nothing else has worked since then.

I agree with your opinion on the level of pressure we need to bring to bear on the Taliban and al Qaeda.  It wouldn't bother me a bit if we leveled mountains to get these SOBs.  However I don't agree at all with wiping out entire towns to kill a few of the enemy.  I don 't like the idea of making war on civilians, especially children. 

I think the problem with declaring war is you have to have a country to declare war on.  These guys are not a country, they are all over the place.  If they were all from Iran, it would be a simple matter of destroying Iran.  We stopped the Nazi's by declaring war on Germany, right?. 

But they are from all over the world.  How many Islamic nations are there around the world?  Are you going to declare war on all of them?  We are allies with many of them (Turkey, Iraq, Pakistan).  You can't declare war on a couple of groups of extremists, traipse into any country you want throughout the globe and wipe out towns, and not end up with literally every country in the world bringing arms to bear against YOU.

So -  what country are you going to declare war against to stop these fanatic Islamic terrorists, being that they're scattered across this entire planet?

The war is not against any nation, the war is the WORLD against islam, a fast growing cancer. I'm sorry, but that is what warfare is. 
That is why it is such a terrible thing.
If the leaders of a country, or in this case, an entire relgion, wish to start wars, especially against vastly superior forces, these are the consequences.
Across the globe, islamic fundamentalists are actively seeking to concquer and destroy any group or country that is not part of their religion.
From time to time, I hear islam referred to as a religion of peace.
I have serious reservations about the truth of this.

For this war to be effective the rules of enguagement would have to be based on "guerilla tactics by nations" to avoid mass casualties of noncombatants. Racial profileing would have to be a primary tool used by those same nations to identify the enemy in an effective manner. Enough pressure would have to be applied to the targeted group to appear to be a movement toward "genocide on aworld wide scale of that target group".

An escape to alternative beliefs for the targeted group would have to be offered to the targeted group to get them to "convert to an alternative belief and lifestyle". It would have to be effective against the current teachings of the tarrgeted group. The rate of the groups demize would be an important pressure factor. This is a mojor problem in all guerilla wars. They are fighting to attain heaven and keep invaiders out of thier homeland. They are poor and well indoctrinated.

How do you get the "world" to adopt the doctrine of religous raceism and genocide that apply enough political pressure to change the complection of the earth up to about 40% or so of its population?

Yes, war can be declared against an entity other than a nation.  Many years ago, war was frequently declared not against a nation but against it's ruler.  War was frequently against a tribe (much like the Taliban) or a group of peoples instead of a nation.

I just read an article on Russia's Navy rescueing one of their Sea Fareing Vessels from Somali Pirates.    The Navy boarded the ship after a brief gunbattle with the Pirates, put the wounded pirates on their little pirate ship and blowed it up.  No world hype about unjust treatment on the high seas.
