2004 replacement serpentine belt

here goes:2004 replacement serpentine belt
I like to ask is there a special tool to loosen the tension er on the mercury sable Duratec 24 valve DOHC 3.0 liter engine?
I need to replace the belt and get see to find were the bolt is to loosen the tension er bracket.I see the bracket the belt pulley the bolt is in the rear 13MM socket easy to get with a 1/4" set-up but the only thing I came across is seen there is a small maybe 10MM bolt on the face of the tension er bracket were there area center scribe mark at 12 o'clock.I find not that easy to remove seem the air condition hoses are keeping from getting a 1/4" drive into the socket or is there a hex bolt???
I wonder if I am missing something

I'd seen a serpentine belt tool kit down at the NAPA section (Evercraft) that is for different belts
I believe all the auto makes of serpentine belts Ive seen have a spring loaded tensioner pulley that is useally depressed to remove the belt.....I had a 1986 Chevy Corsica that I had to unbolt a plastic splash guard to get the belt off from around the harmonic balancer pulley.
trucks useally dont have that problem.
