Cutting a barrel

I want to cut the barrel on my .410. It is 25" from the end of the chamber to the muzzle and 22" from the chamber swell to the muzzle. Do I measure from the front or back of the chamber to get the legal measurement for the barrel?

18" minimum, end to end of the entire barrel, 26" overall minimum length for the entire firearm, I'd go a little long in case the finished muzzle needs to be redone, a little wiggle room is advisable.

Don't forget you'll be cutting off your choke, which if using with slugs is ok, but shot performance will die off unless you taper choke it etc.

mark a dowel rod at 18" and drop it down the barrel, thats the best way to get true barrel length and the way most law officers do it.
P.S.
Make sure it is unloaded when you do it
