I was reading over the Pa, Game laws, under elk hunting the minimum round is 27 caliber 130 grain, but Black bear it only needs to be center fire , it just seems to me you would want at least that for bear as well.

I can only assume it's because of the size of the animal being hunted. Elk are huge compared to the average (even large) bear.
Bear are allot easier to kill than an elk. That said, I'd never go after a bear with anything smaller than .30cal.
