Yes, It's called a PAL - Purchase and Acquisition License. This is the latest acronym, the previous version started in the early '80's and was called a FAC Firearms Acquisition Certificate.  The last two years this liberal supported garbage has cost 1 billion  :eek: (yes with a b) dollars and it is estimated it may cost another bilion before it is working.  :roll: As those pinko liberals define "working" anyway.
