I would cut the chamber loose and fit it inside the tank. Weld the trunnion bar and the bottom of the chamber to the tank. Before you put the chamber in side drill and tap the vent for a tube that will go from the chamber to the out side of the tank. If the chamber was inside, you could then inlet the base to hold the barrel at 45 dgrees and have no need for an elevator. I predict the elevator bracket you have is going to bend or break.

DD : We have fired the mortar 12 times with 14-16 pound balls with loads that put the ball out to 300 yards plus, The spring on the screw works great .
