custom scout mount?

I was sent this pic from a friend and wonder is it custom? or and you buy them? Any one know about this?or if it works? and how it is attached?
Is there a scout mount made for handi's?

Not that has ever been reported, but the Weaver 92A works great, see the FAQs.

I did a scout mount a couple of years ago with Tim's help and advice.  It was a sweet setup, but it proved inadequate.  Just old eyes...had to have a bigger scope, so I went back to a regular 3-9x50.  I then tried red dots, and they worked for a while, and my vision changed again.  I just ordered and received two more 3-9x50s to replace a red dot on my Handi .445 and the 4x32 on my .38-55.  I'm beginning to think my only valuable function in my old age is keeping the optics manufacturers in business. ::)
