Yes, they are full of it in NYC, but this has not passed and I would be very surprised to see it pass AND hold up in court. So lets not get our panties in a wad yet.

Define litterbug. I used to fish with guys that threw every bit of garbage into the ocean (they were not tree huggers), sink boats, "borrow" shopping carts and dump them, etc which violates all sorts of inshore dumping regs.

The garbage thing was just typical angry old man stuff. No one could tell them what they could do or not do. The sinking of boats and shopping carts was to create fishing habitat. There is an art to it, else the stuff just washes away. I still cannot believe how fast and easy it is to sink a 40' boat. Heavy current and the right tide, the thing is on the bottom in 2 minutes.

By the way, this was fairly close to the area where the US govt sank hundred of military vehicles following WW2, turning the beach sand black with oil for years.
