Federal employees may seem a popular target as the Obama administration looks for budget cuts, but the president's proposed two-year pay freeze won't actually stop them from getting raises.
Though President Obama has called on Congress to halt cost-of-living adjustments for the federal civilian workforce, many employees are still expected to receive raises through the rigid ladder-climbing pay system known as "step increases."
Under the federal pay formula, employees are eligible for a regular pay raise every one-to-three years, depending on their seniority. When they get a raise, typically worth about 3 percent, they move up a "step"; there are 10 steps for all 15 grades on the federal pay scale -- meaning there will be no shortage of increases in 2011 and 2012.
"There's a set schedule for how that works," said Tim Kauffman, spokesman for the American Federation of Government Employees. He said federal employees are expected to receive the step increases even if Congress approves the pay-freeze plan. Plus some employees will be up for promotions and bonuses.
Salaries for so-called General Schedule employees range from $18,000 to $130,000.
1.1 million employees will receive more than $2.5 billion in pay raises over the next two years.

But that doesn't mean the unions representing government employees are letting the freeze proposal slide. Kauffman noted that employees at the top of their grade will still have their pay frozen. "They're not going to get anything," he said. "They rely on (that) pay raise" via the cost-of-living increase.
"It's really not going to do much to lower the deficit at all," Kauffman added. "And you're hurting a lot of folks who rely on that to try to keep up with the cost of living."
Obama projects the two-year pay freeze will save $2 billion during this fiscal year and $28 billion over the next five years.
That plan is kinder than a proposal by the president's debt commission, which calls for a three-year freeze in federal pay. Obama's proposal also exempts the Armed Forces, but there's already a battle underway over the military pay raise that is on the table.
According to USA Today, members of the military are pushing back against the president's proposed 1.4 percent pay increase. That hike is designed to match the private sector, and it comes on top of housing and food subsidy increases -- but it's also the smallest increase since 1962.
The Military Officers Association of America is lobbying for a 1.9 percent increase, the amount originally approved by the House.
House Majority Leader Steny Hoyer, D-Md., whose district is heavy with federal workers, suggested last week that military members should share the burden of a pay freeze alongside civilians. But the Military Officers Association of America slammed Hoyer for that statement, saying on its website that "military members and families have been forced to absorb 100% of our national sacrifice - while the rest of America has been urged to contribute to the war effort by 'going shopping.'"
Despite the pushback, Office of Personnel Management Director John Berry urged the workforce to accept the president's plan.
"This sacrifice the president asked them to make today is significant and emblematic of the shared sacrifice we all will have to make if we are to bring the deficit to heel and preserve an economic future for our children," Berry said in a statement last week.
Though federal employees as a whole may see smaller pay increases in the coming year, their benefits have improved. The Federal Times reported that under a new policy, employees will be granted up to 13 days of sick leave to take care of family members with pandemic flu and other diseases.

The federal agency I work with has published a memo regarding the impact of the 2 year freeze, and the bottom line confirms the above: once a civilian has reached the top of their steps, no more COLA. Now due to the way federal pay is calculated, where I live there are some GS-10/11 types that are making less than my E-6 types. We had some GS-5/6/7 folks put on the recommendation list for a thanksgiving basket this year. I'll wait until the ink dries, but I think its safe to say that it ain't gonna work the way it was sold. But of course that would simply meet my expectations ...

At some point, Joe American will sit down with his pay stub and his bills and say, ok, time to cut our spending ... which is what the government claims to be doing right now. But Joe American will do so with a set of priorities and expectations - he won't just reduce how much he sends for all his bills by 5% and tell the car company, insurance, electric, water, cable, etc. that they have to continue to provide the same level of service on 95% of the $. No, Joe will sit down and say I really probably don't need the HD package on my Cable bill, or the unlimited data plan ... whatever ... so he can still pay 100% on his mortgage. Because that's being responsible.

How 'bout We The People cut spending for:
1.) Farm Subsidies that pay for NOT GROWING wheat or corn.
2.) Rebuilding Iraq and Afghanistan, whose citizens are going to hate us after we leave anyway.

That's definitely one of the more intelligent descriptions of a more realistic way to look at the issue (well, aside from giving up HD :P). 

It always amuses me the people who advocate straight percentage cuts on anything.  Always give me a mental picture of a guy going into a fight just flailing his arms away at random - doing a lot of swinging but just hoping by chance of something connecting.  The win the fight it's not about how many swings you take - it's about how many good ones connect.   Cutting spending needs to be about looking at just where we can do things, and needs to be looked at carefully - not with flat % cuts that sound nice and fit nicely into a single forum post, but are utterly unworkable out in the real world.

How about we get rid of government agencies that are not needed.  Every state has a Dept of Fish and Game in one form or another.  Why do we need to have the US Fish and Wildlife duplicate that same effort, usually to the detriment of that state.  Why do they keep expanding and giving the National Park Service more and more land to lock up from the public.  Every state has a Dept of Education, why do we need a US Dept of Education?  What do they do?

Right there two government agancies that can be totally done away with, and one that can be scaled back, saving millions of dollars.  But do you think the Feds would go along with that?  NO!

Another thing the EPA is here telling us we need to comply with clean air act.  It's 30 below, and we are under a temprature inversion.  How long is it going to last, no one knows.  One thing we do know, no matter how much the EPA howls, the dirty air is not going away till it warms up and the inversion goes away.  Cut back on the EPA we don't need them to tell us the air is bad, we know it.  We can see it, and smell it.

SOURDOUGH, the EPA is just another government staffed by incompetents who like to flex their government decreed authority whether right or wrong.

A couple of examples of goofy things they have done in this area:

Several years ago the EPA cited Roswell, NM for unclean air. No inversion, just a common ol' sandstorm. NBC TV did a thing about it on the local station. The lead was "EPA cites Roswell, NM, a city where you can see 85 miles for unclean air". To emphasize the point they set up their camera for a shot of Sierra Blanca mountain which is 85 miles to the west of town. I was in Roswell yesterday. When I hit the caprock which is 130 miles east of the mountain I could see is clearly.

A few years later they cited Lubbock, TX for unclean air. Lubbock lies in the middle of one of the largest cotton producing areas in the US. It is surrounded for many miles by plowed fields. The citation was issued in the spring during an ordinary sandstorm. High winds are just something that happens regularly here, especially in spring. The wind blew about 40 mph yesterday. Last week it hit 57.1 mph.

No one with common sense would think something could be done about the wind. Unless of course you work for the Feds.  ::)  ;D
