It's kind of a stretch to say Russian (or Isreili) guns equals state support for the actions of those using the weapons. There are tons of weapons and tons of munitions produced all over the world. Every nation has it's share of people in positions of influence willing to sell weapons to....anybody. That's the way it is. People who want guns get them.
This illustrates a basic flaw in the whole gun controll, even atomic bomb controll efforts. The genie is out of the bottle. People know how to get and use these things. Weapons are power, and men will get that power into their hands. No law will stop it.
Have the Russians dished out a big share of hurt on the world? Yep. Does Isreal have clean hands? Nope. Does any nation? Not likely. That's the world. I'm not drawing a moral equivalence; I'm just saying that if you want to pick a country and start saying negative things, it's easy.
