Flaming Bomb mark

I've come across this mark on various cannon rounds that are ca. 1900 (or earlier).  I have assumed that it signifies some sort of ordnance department acceptance but I note that the "B" seems to be in all of the marks that I have seen. 

Can anyone shed light on the significance of this mark?

Here is a cut off mark on a 1.65" Winchester casing.

The "Flaming Bomb" is a U.S. Government acceptance mark

The mark inside the bomb sometimes it has been rebuilt.
