A long barreled 22 and a box of 22 shorts is about as good as it gets. An air rifle is pretty good also. The real key is keeping subsonic. Break the sound barrier and it doesn't matter how big of suppressor you have.

Good point to really get quiet you buy expensive reduced loads or load your own .

Most sound suppressors for .22 are not recommended or guaranteed for 17 HMR.  Even in .22, most of them give a first round "pop", not very loud, but louder than subsequent shots.  A drop of oil will take care of it though.  To get the most out of the suppressor, you can move it from firearm to firearm, with the proper adapters.  It spreads the cost out over several guns.  The $200 tax stamp fades pretty quickly once you experience the freedom of shooting without hearing protection.  Great for teaching purposes.   Mac

I use CCI CB Longs on close up ground hogs.  The Aquila Super Colibri's are even quieter but not as powerful.  These are both great rounds at limited range (25 yds or less) then accuracy drops off pretty quick in my guns.

I've loaded, but not yet tested, some 158gr lead swc 'cat sneeze' loads for use in my handi - reamed to .357 max.  Is there a commercial producer for the 185gr WFN or is it a diy cast bullet only thing?  Do you need to enlarge the flash hole for your load?

Western sells a 170gr,  Beartooth makes a 185gr. There's a sticky full of cast bullet makers in the Cast Bullet forum here on GBO.

this  is not a real mild load....its  upper end  ''with   this powder''
still never use a gas check on one of these  loads....the check  might get left behind

22 inches of penetration  in wet phone books

800 fps........22 inch handi
650 fps.... in  2 inch   smith

no thing done to primer pockets

i  hit on this  load by accedent
was given 8 pounds of powder
and  my scale was  broke.....this is what  the lee scoop dumped
now  have 2 scales and no reason to change  this load
this  is mine and my kids  do all load for the 38
the  357 load  is 2 scoops.....6 grains

My 7.62x39 Handi pushing a 180gr Remington CoreLokt .303cal bullet at 1010FPS through an AAC Cyclone suppressor was quieter than my Crosman 1377c pellet pistol pushing a 7.9gr pellet at 5 pumps (335fps).  Just sayin.'  Lots of fun...but not a cheap proposition...and highly addictive. 
If you thought Handi addiction was bad, suppressor addiction is MUCH worse. It's a slippery slope.  Best not to start. You've been warned.  ;D
