You should have no problem attain enough velocity for that bullet. (In a rifle) It IS designed for the 30-30 velocity range.
BUT I must say, its not needed. They don't sell many of them because of that. Just use a Hornady, Speer or Sierra 170 bullet and you will be just fine. It will mushroom like if should and likely penetrate thru and thru. You see unlike other bullets and diameters, the 30-30 stands alone in its velocity range. (The 30 rem is long gone as is the 303 Savage that shared it) Pick a 150 spitzer bullet and the manufacturer couldnt know if the end user loaded it in a 300 whisper or a 30-378 weatherby... But a 170gr 30 cal RN/FN bullet is made explicitly for a tubular magazine and 2000 +- velocity. Its been around for many many moons and they all have the recipe down in stone.
Its your $$, but I gotta say the Partition is NOT needed in a 30-30 caliber.
