It's a rational response to an adversarial tax system. Microsoft does it too. They pay taxes in Ireland. GE also pays taxes. The story probably leaves out what country they pay taxes to. It's just like ocean going cruise ships. Ever seen one registered in the US? Heck no, they'll register wherever they can get the best terms. Most cruise ships are registered in panama, Liberia, or the bahamas. Makes perfect sense. No high US taxes, plus no need to observe US labor laws.
Anybody who shops around to get a good deal should not be complaining about this.
