Looks like the original judge from the first incident was negligent; from the last paragraph of the article in regards to the first incident:
" Brown was hit with a pair of misdemeanor assault charges, according to a July 28 statement of charges filed in District Court. However, an October 21 filing shows that Judge Norman R. Stone issued a “nolle prosequi” finding with regard to the two counts (each of which carried a maximum prison term of 10 years). "
A bit oif research will turn up interesting things... Apparently that judge is also a state senator (a double-dipper?) and he has political reasons for springing such perps...since he likes getting elected as senator and according to demographics, Baltimore city is 63% black. Hmmm..nah, he wouldn't be that devious, would he ?
