Pointed Soft Point With Cannelure.
Purpose, to either provide a place to crimp (crimp ring) or just confuse us. Some bullets have none, one or two. I pretty much ignore them and use whatever Over-All Length I need for the round I'm loading. They can be handy crimping revolver rounds. If I'm to far off base on this, someone will hopefully correct me.
