Remington 7600 scope mount issues??

I finally got to take my new Remington 7600 Carbine 30-06 Spr. to the range to sight it in today.  It shot great groups, bullet holes touching at 25 and 50 yards.  However it shot 3 inches low at 25 yards and about 7 inches low at 50 yards with the elevation on my scope all the way up.  The windage was perfect.  I didn't even bother wasting ammo to shoot at 100 yards, which is where I'm going to zero it.  I took everything apart to make sure everything was correct.  I reassembled it and got the same results. 
 
This is my set up-
Remington 7600 Carbine 30-06 Spr. (as mentioned above).
Leupold VX-II 2-7x33mm Scope.
Redfield one piece Mount (dovetail front, windage screws rear).
Leupold low Rings.
 
I was told I could use the Leupold Rings on the Redfield Mount, I'm having second thoughts on that now.  All my other scoped guns have Leupold Mounts and Rings.  One has a two piece mount all the rest have one piece mounts.  I've never had any problems with any of them.  I had a Redfield one piece Mount with Redfield Rings (dovetail front, windage screws rear) on my Winchester model 88 that I traded for my new 7600 Carbine.  I didn't have any problems with the model 88 mount or rings.
 
So, should I get Redfield Rings to put on my Redfield Mount?  Or should I get a Leupold Mount to use with my Leupold Rings?  Are the dovetail front, windage screws rear Redfield Mounts and Rings supposed to be interchangeable with Leupold Mounts and Rings?

NYH1,

My chart shows a different base for the remington 760 than the winchester 88. Just buy the correct base and use the same rings.  ;)

Something is way off here. Either you got a taller front base/ring combo or a lower rear base/ring combo.

Redfield and Leupold Rings interchange.  But looking in Brownell's catalog they do not list a Redfield Scope Base for the Remington 7600, they do list a base for the 760.  Leupold and Weaver both have bases for the 7600, but they are  different base numbers than the ones used on the 760.
Are you sure that you have the correct base?

Redfield makes two one piece mounts for Remington models 4, 6, 750, 7400, 7600.  They all take the same mount.  Part numbers 47171 gloss (which I have) and part number 47274 matte.  I pulled my mount off last night and it's stamped 7400 on the bottom of it.  I had these Leupold low rings on a Leupold one piece mount that I had on my Marlin 336C 35 Rem. and they worked fine.  Maybe I should try a Leupold one piece mount on this rifle.

I don't know why Brownells doesn't list them.  I don't buy from them anyways.  Their prices are outrageous.  $30 for the Leupold one piece mount.  I can buy one online or locally for $18 to $24.

Right.  The model 760 and model 88 use a different mounts then the model 7600.  I didn't try mounting the model 88 mount on my 7600.  I was just saying that I had a Redfield one piece mount and Redfield rings on my model 88 and they worked fine.  I have Redfield part number 47171 mount on my rifle.  It's stamped 7400 on the bottom of it.  Remington models 4, 6, 750, 7400, 7600 all use the same base according to Redfield and Leupold.

Something is way off here. Either you got a taller front base/ring combo or a lower rear base/ring combo.
It's a one piece mount.  It has to be something with the mount or the gun (barrel not lined up or down correctly, the windage is perfect).  I had the same rings on a one piece Leupold mount on my Marlin 336C 35 Rem. and they worked fine.

NYH1,
You can reduce the thickness on the front of your Redfield base since you have the correct base number.   I have files that are concave in shape that I have used to alter the thickness of bases.  You also might use metal sandpaper on a dowel or piece of wood.  a small handheld grinder can also work. The design of the scope base will dictate the method used.  Measure the thickness with calipers and try to remove 5 to 10 thousanths, or you can shim the rear of the base as mentioned earlier,  Brownells has them in an assortment for $7.99 running from .001 to .0010 one to  ten thousanths in thickness.

What you have is not an uncommon problem all the manufacturers mess up on occasion and get out of tolerance on their parts.

Since it's shooting low wouldn't I want to remove material from the rear of the mount to raise the front of the scope so the point of impact will be higher, if decide to go this way?  Do you think I should just try a Leupold mount instead?  I can get one locally for around $20.  Or should I try the shims?

I would go with the shims, another scope base will not solve your problem if the receiver is contoured incorrectly.  The shims are $7.99 for seven shims vs $20.00 for a scope base.

The scope site is like an open rear site. To get the group higher you raise the rear site. The shim is to go under the rear of the one piece base.

Thanks guys.  I made a shim and put it under the rear of the mount.  Hopefully that takes care of my problem.  If it works I'll either leave it alone or buy the Leupold shims.

Well the shim worked fine. I picked my son up from school today and we went to the range. It's shooting pretty well at 100 yards. I'm going to get a few different types of ammo and bullet weights. Maybe fine tune it a little.

Now I don't know if I should leave the shim that I made on it or order some of Leupold's shims and put them on instead.

It's a nice shooting carbine that's for sure.  I shot about 20 rounds through it today and even with the hard plastic butt plate and wearing a tee shirt recoil wasn't bad at all.  I was shooting Remington 165 gr. PSP Core-Lokt's and Winchester 165 gr. PSP Super X. ammo.

If it works why change it. I have  shimmed one scope.  I'm reluctant to recommend them as I suppose shims can cause stress on the scope tube. That's why I use and recommend Burris Signature rings. You get the same results as shimming without putting damaging stress on your scope.

Six of one and a half dozen of another, shiming and the Burris rings both correct an elevation problem. However siming keeps the rings and base in alignment with most likely less stress on the scope.  the use of the Burris rings to correct elevation problems can actually put more stress on the scope not less if incorrectly adjusted.
I have two types of scope ring alignment tools and mill down the  rear receiver ring when building rifles so that shims or other alignment tricks are not necessary.  In some cases I cut down the bottom of the scope bases at the front or rear to achieve exact alignment.   I have found that it is most often necessary to work on the rear of the base, seldom does the front of the base cause an issue.  Most of the manufacturers do a better job on the front of the receiver to keep it in spec than on the rear
Plus the shims are $7.99 a pack vs $49.00 retail for the Burris rings.

I have a one piece mount.  I have the same amount of pressure on my scope tube now as I did without the shim.  My rings are in the same positions on the mount as they were before I put the shim in.  I raised the rear of the mount.  The rings didn't move at all.
