Anybody know a website or have advice on how to duild a block for a 98 mag well so I can shoot 22-250's through my LR action?

No, but I believe Brownells has (may have) magazine replacements for the 98 Mausers that use detachable magazines and I believe they have them for using 308 length cartridges in the longer 57mm length action.  I know the 308 is a bit longer than the 22-250 with the 308 being about 2.8" and the 22-250 being about 2.3 something but it may work for you.  HTH.
