Two questions remain: 
       1)  Isn't this the job of the Secretary of State ?   
 
       2)  Is Obama afraid that Hillary may succeed there, and be set up to succeed him in 2012 ?

The clown is not calling any shots. Something is needed there and the elite have sent an envoy to take care of it. Chances are unless it was printed on his TelePrompter he is unaware its going on.
My guess is they will isolate hillary from any failure from this time forth. she may be needed in the near future looking clean and pure.
