In other words they are looking for more government money. Or the teachers got them to print that so they dont look so bad.

It's perfectly intelligible. The occasional misspelling is no indicator of literacy. Heavy use of slang generally is an indicator of weak literacy, and you see it even among some professional writers who don't realize that their work is unintelligible outside their home region, and will become less intelligible with time.
