ie:  Muzzle loading cannon with reduced chambers like howitzers.  With reduced loads which do not fill the chamber, there will be an air space because the projectile can not enter the reduced section.   
 
I am wondering what the Army / Navy thought of this issue.  Did they use a filler?

    now days?   call eod   45 gallons of water a blasting cap and a VERY small piece of c4 and some sand bags at the breech to catch the round
 
     and be very careful with the tube or the gun captian will get very pissed
looking for ejectors - 308, 8mm, 35 rem, 25-20, 32-20, 357 mag, 45LC
