.223 h&r handi rifle,varget powder, cci 400 primer, hornady 60 grain sp, max load is 24.9   i went ahead and loaded some up to 25.8 just to see. 25.8 seemed to shoot good,no signs of pressure, but real bad accuracy! is this because its pushing the bullett way to fast?

I would stay within the posted loads,If you want more speed get a .22-250.
I would try some 55g bullets, and a faster powder. I have heard that H335 works good in the .223, and have also heard that it likes the 55g bullets better. Good luck and shoot safe.

Sounds more like your .223 h&r handi rifle has a 1-12 or 1-14 twist.  Have you measured it or what does the factory info say?  Anyone else know?   If that is the case then drop back to 55 gr bullets (the 55 FMJBTs many times aren't accurate in 1-14 twists) and go to a little faster powder like H335 with 26-26.5 gr being max.  My favorite huntingload for the 1-12/1-14 tist .223s is 26.5 gr H335 with the Hornady 55 gr SX.  Work up to that load.  AA2230 works well also with 26 gr being a max load.  Give the lighter bullets a try.

Well it may be you but that bullet is very streamlined like the 55 FMJBT of military issue.  If the rifle is 1-14 twist it will not stabilize it either.  Suggest you try a flat base 50 or 55 gr bullet with H335.  Then if it won't shoot there is something else wrong or it is, in fact, you.

What size groups are you getting. It might be helpful for us to know if by "no accuracy" you are getting say 1.5 to 2" groups or are we talking about 4 or 5" groups.

2 - 3 inches,sometimes a little better. i use using 55 grain vmax c.o.l. at 2.250 printed in book for that load. i tried something just a few minutes ago,fixed a dummy road started at 2.260 put masking tape on it and put in the chamber(h&r) it it showed the rifling marks,went down to 2.236 and i think thats where it didnt show anymore. does this sound right?

That may well be but I have a TC 21" conteder barrel in .223 that does exactly what you say yours does.  The twist is supposed to be 1-12 but actually is 1-13" and it has multiple shallow rifling.  With M193 (US ammo with 55 gr FMJBT) it shoots 5-6" groups at 100 yards.  With any of the 52/55 gr commercial BTs, match or not, it shooots 4-5" groups with 26.5 gr of H335.  A 55 gr SX or 52 gr Speer HP over the same 26.5 gr of H335 will shoot into .9 to 1.2" at the same 100 yards.  That is the way it is.

better check the crown on your barrel for dings and clean the barrel good and look down it with a strong light. sounds like the prob may be sumpin yur missin. check yur twist rate with a cleaning rod and a tight fittin patch. those h&r's should have a conventional sporting twist rate very condusive to accuracy. good luk and let us know what happens!

how can i check the c.o.l. so i can properly seat the bullett off the rifling without having to buy the special tools?

well i believe i found the problem,i was full length resizing my brass. i loaded up some with only resizing the neck,first 3 set of rounds(3 shots) within inch and a half. next 2 sets not that good but the weather is foggy and real light drizzle, and i probably need to clean the barrel. thanks to everybody for your opinions,this is a great message board.
