Difficult to open and close Handi

Wandering around a gunshop yesterday I ran across a Handi in .45-70, that was difficult to open or close. As in it wouldn`t pivot easily.  It appeared new, but I didn`t notice if it was from Remington.  I was wondering if anyone had any ideas on this. I got thinking maybe the forearm.

Tight forend, see forend fit in the FAQs, sometimes all it needs is some use or a little dry lube, paraffin or beeswax, easy to fix if it doesn't shoot good like it is.  ;)
