At a bare minimum, food stamps should be limited to a very narrow class of foods.  I get so irritated standing in a checkout line when some relatively young couple has a basket heaped full of all the goodies and crap you can imagine and then whips out the stamps to pay for it.  I would much rather that there be a warehouse with only staple foods that needy folks could go to and get their free grub.
 
I have no sympathy for illegals--no matter what their age.

We used to do that, the 'commodities programs', but it didn't work either. People would use coupons to buy approved items and then take their own cash to buy beer, smokes, flat screened Tv, etc. If they could afford to buy those they could afford to buy their own milk, vegetables, fruit, etc. When people had to go to the warehouse to collect their rice, beans, butter, cheese, canned lunc meat, oatmeals, salt, flower, cornmeal, etc. they would take it home and trade it to others for smokes, sodas, potato chips, etc. The only way to avoid that is soup kitchens where people come in and eat on the spot but running that many eateries would cost more than the foods we give away. After all what we give away is items we paid farmers for in order to support agricultural prices and the storage fees alone are tremendous. If we didn't give them away we would be better off dumping it in the river to save overhead.

I have heard that the US is one of only two countries that automatically grants citizenship to anyone born in their territory. Change the law and require that citizenship require that at least one parent must be an American citizen.
