If the N. Korean Govt forbids the use a question or two beg to be asked.
 
 How do the citizens get those phones?
 
Who provides Service/Airtime for them?

 All the N. Korean govt has to do is give exclusive cell tower rights to sprint. Then most of their people would give up their phones  ;D

I would imagine that the government has some kind of cell system, and as far as getting their hands on a phone, it's kinda like here, drugs are illegal, but they are sold on most street corners.
