procedure for loading low velosity deviations

I load a number of calibers mostly sub .25s. I would like to know if there is a procedure to follow to load for low vel. deviations?
The closest I have gotten is 40 fps in .221 fb by chance, but it didn't seem to be the most accurite load. I am not a high vel.loader, but I beleive that with low sd's everything else will fall into place.

Seems logical but thats not true, as your experience has already shown..

If it is not a good load then all you will gain with consistant velocities is consistantly bad groups.  I would first find a load that shoots well and then work on getting SD down.  Larry

I agree with the above posts, low deviation means nothing on a poor load.  But good loading practices will benefit both better loads and velocity dev's. Since your primarily loading small calibers brass prep is key.  You may want to check out Varmint Al's reloading page... This guy has helped me a lot in my reloading practices.  Low deviations really don't show until you start getting into long distance shooting, but good brass prep will show at 100yds.
