Like someone said some Mauser extractors will not snap over a chambered cartridge. Try removing the extractor. Also make sure the cases are trimmed to the proper length for your chamber. If you have a small base die for 06 die try sizing the cases with it.

Just an FYI - military mausers have a controlled feed for a reason - they are combat weapons! Any cartridge going into the chamber HAS to go in the magazine first and then be "fed" into the chamber by the bolt. My Dad has had Remingtons since 1951. He is used to dropping a cartridge into the chamber and closing the bolt on it. He gave me a Persian Carbine (circa1949) in 1963. I have never had a problem with it, but I can't count the times he has dropped a cartridge into the Persian's chamber and tried to close the bolt on it, only to jam the bullet into the rifling and cripple the rifle. I had to learn to carry a ramrod to drive the cartridge back out, or I was done hunting/shooting for the day. In addition, my Ruger 77 Mark II and some Winchester Model 70's have the controlled feed system. Some do not. All my Remington 722's and 700's do not.
