it's illegal almost everywhere.   it's amazing that a cigarette butt can burn down a whole forest, but I have to work my "butt" off to get a campfire going.

 :)  Howdy! As dry as it is now in the Midwest, a lit cigarette butt thrown out of a vehicle could cause the worst fire ever. There is no fine too high for someone doing this. However, I remember when throwing out a lit cigarette butt was very common. Always, Gene

It's humid enough where I live that even during a drought cigarettes aren't a problem. Some relatives of mine live in Nortern CA. They lost their house and feed store to a fire a few years back. The cause was a trailer chain dragging on the road and throwing a spark to the dry grass. They have green scenery in the Spring but about everything turns brown by mid Summer due to low rainfall. Water restrictions don't allow watering a lawn. There are fires in that area about every year that wipe out neighborhoods. They decided to bring in rock for their yard and have no grass. Fire came through last year and wiped out the new neighborhood as well, their house was the only one that made it.

Besides the fact of them starting a fire, its littering. Littering fines should be as much also. Maybe if they were, the pigs that throw their cigarettes and other garbage out the window for someone else to pick up, would cease from doing it. Maybe they should make each person they catch throwing their garbage out a window, clean up five miles of highway, along with a fine. I think people that litter are some of the most inconsiderate people there are. Some of the biggest morons are the ones that stop at a stop sign, and decide its time to empty their ash try.

I've never understood why smokers can't comprehend that they are littering when the throw butts out the window?  Lit or unlit.

When it's really dry it's pretty common to see fires or large burned areas along the hwys, especially the interstate. I used to be guily of tossing them out the window myself. POWDERMAN.  :o :o

there are more cigaretes thrown out on the interstate than matress, the odds are a cigarette will start a fire are alot higher.  It should be even higher $$$  Jim

Actually Cigarettes cause fewer fires than they are blamed for. Don't believe it? Take a lit cigarette and a handful of dry dead grass and try making a fire,it's dang near impossible. But it is still no excuse for chunkin them butts out the window. Strange they don't want you flippin you butts out the window but they don't put ashtrays in vehicles anymore Hmmmm? I wonder if some of those fires could be caused by catalitic-converters?  those things get red hot, and if you pull off in the grass????

Ain't it the truth! I learned at an early age not to throw butts on the ground.
I was caught by a Sgt. Major in Baumholder Germany tossing one in the grass.
Two weeks later I finished my extra duty. One hour after evening chow, I policed butts around the post. (LESSON LEARNED)

Here in the far west, it gets so dry this time of the year, you can start a fire just thinking about it ;) I'm sure Butts have caused some.

 I'm sure they have too. However, punishment should be limited to fines and restitution related to actual damages, not some nebulous "potential" damage.
 
 If I change lanes without signalling and knock a guy off his bike, I should pay whatever it takes to restore him to his condition before I did so ($10, $10K or $10M). I shouldn't have to pay the state anything more than a nominal traffic fine for not signalling if said biker was not disturbed by my illegal lane change.
 
 This kind of nearly unenforceable, draconian law is exactly what drives some people (who would never have previously even considered tossing a butt) to break the law just to "stick it to the man" whenever they know they won't be caught.  :(

  That flipped me out too..just about the time we taught the cruits to field-strip their butts..then the blasted fibre filters started becoming popular.  I hate those filters..at least the plain butts decompose in a short time..but those blasted filters are real messy.
  What REALLY jerks my chain is when I see where some clod has dumped a full ash tray in a parking lot or at an intersection, while waiting at a light.

  Yup Hooker, I miss the ash trays in my vehicles..  I never used them for ash trays, but they sure came in handy for spare change, keys, notes etc.  Removing them sounds like a stupid, liberal move..as if they figured that having an ash tray in their new car or truck, causes someone to smoke !  :o   ;)   :P

This is a pet peeve of mine. I think the fine should be $20,000.00 and at least a year in jail. I watched this type of moron do this during the worst part of the drought on a daily basis. Dozens and dozens of fires were started, and are still being started by these idiots in drought, and non-drought areas. If I see one do this in a drought area, I call in their plate #.

While we're at it, how about the druggies who throw used hypodermic needles out of their cars.  For that, I would levy the death penalty.  I ride a bicycle a lot and I see these things all the time.  I would treat those who throw glass bottles from their cars the same.
