Factory Super 16 barrel...legal on carbine???

I realize that a 16" minimum barrel length is necessary to avoid creating a short barreled rifle so my question is; is a factory Super 16 barrel EXACTLY 16" or is it slightly greater, leaving no question of it's legality? The reason I ask is because a 15-63/64" barrel is just as illegal on a carbine as a 12" barrel is.  And secondly I recently purchased a Super 16 in 45-70 with a factory muzzle tamer which is easily over the 16" minimum EXCEPT, according to Thompson some of the muzzle tamers were silver soldered (legal) some were not (possibly illegal if the original Super 16 length wasn't truly 16" or slightly over). I'm considering having the muzzle tamer TIG welded all the way around to be absolutely certain it is legal. Any thoughts or suggestions greatly appreciated.

Factory Super 16 barrels were built 16.25 inches long to make sure they were legal on a carbine.  I don't know how they were made if a factory muzzle tamer was added.
