Garage sale drill press

I bought a drill press from a guy who was selling off some of his deceased fathers tools and stuff at a garage sale. It is a china made, harbor freight type 5 speed table top drill press. Anway when the belt is on both the motor pulley and the chuck pulley all the motor will do is hum. When I take the belt off the motor seems to run fine and has quite a bit of power. The drill was sitting for a while you can tell so I sprayed everything down with Walmart "WD40" and hopefully that will loosen things up some. Has anyone else had this problem with a stored drill press?

don't have one of those,
but some of the harbor freight things
i've bought have weak motors new.
you may have to loosen up any idler
that is present to get it to run. i have
a belt sander that is that way and that's
what i did. when you use those tools, you
have to be careful not to put too much of
a load on them. i have one of their drills
and if you load it too much it'll bog down
and you can smell the electric smell.
i don't think it's a storage problem, i think
it's just their cheap tools.

Thanks Ranger, I actually went out after work (after having sprayed all the moving parts with lubricating spray last night) and it runs fine on 3 of the five speeds (slow to fast) but I have to help it get started on the last two. I'll probably just leave it on the slowest speed and call it good.

the v-belt is cheap and stiff in combination with a weak motor, Dunk your v-belt belt in a bucket of boiling hot water before useing, You may find the warm temps of southern china the drill press may have worked adiquately and they did not consider it working outside of climes cooler than Vietnam or Thailand.
 
there may be a slight adjustment to set belt tension (motor mount slotted?) the other option is try to change the belt to a slightly longer one?
 
 
I dont think spraying down the belt with belt dressing will limber it up any.
