Need more information about what you are trying to acccomplish. Whats the problem with it the way it is now ?   A reamer will remove it but Why?

I guess the problem I see with this is whatever forcing cone it does have means the rifling has already been removed ( tapered ) and no way to put it back.   If you reamed it out to a straight diameter a few thousands larger than your patched slug I dont see what you will gain ?  I might not be following what you wanted to do.

The forcing cone helps align the projectile squarely into the bore (called the throat or leade in rifles)  Totally removing it would require boring the entire barrel, lengthening it in smooth bores lowers pressures and can help improve patterns.  Slug barrels?? not sure what would happen.  If you are having issues with the paper jacket stripping at the leade try "ironing" the patch to the projectile and applying a small amount of lube to the paper jacket. (assuming you have a sizing die or can make one)

Otherwise I have no clue what you are doing.
