What is the purpose of stubbing a barrel?

The purpose of stubbing a barrel is to create a barrel of a caliber not available from the manufacturer.  In a bolt action rifle, it is usually a fairly simple matter to unscrew the old barrel and thread a new barrel of whatever caliber is desired to the action.  On the Handi, the welded on lug on the bottom of the barrel make the process more difficult.  By cutting off an existing barrel and threading a new barrel into the cut off section, it makes re-barrelling for a different caliber a much simpler job than making a new lug and welding it to the new barrel.
