Leupold makes fixed power rifle scopes in 4x. But honestly there are not as big a choice in fixed power as in variable power scopes.
Why do you want to change from the variable ? As a option, you could just set your 3-9 on 4x and save your money.

I believe Zeiss has a 4x conquest and most of the European optics mfg. still offer them. IOR is probably the most reasonably priced. But none are as cheep as most 3-9 scopes of the same brand.  :o it's just a item that's not in great demand I guess.

Just don't use the power past 4x. I do know fixed power scopes are usually better quality as far as the glass goes. Does not have all the other parts that variables do. Thanks.

Leupold and Weaver both make a 4x scope. The Leupold cost twice as much as the Weaver but I'd buy the Leupold. The Weaver only has 3.25" of eye relief.

Keep looking until you find a Zeiss Conquest 4x32. There are also others, perhaps 10 years old, made by Zeiss, Meopta, Svarovski, Schmidt and Bender.
The Leupolds in the highest price/quality bracket are not bad.

IOR is probably the most reasonably priced.
And probably better than the equally priced Leupolds. I looked through a 4x32 IOR and it was fantastic.
