Want to idendify ammo

I have what I believe is 6.5 carcano ammo the headstamp reads at 12oclock ,there is a 3 ,at 3oclock there is a FN, at 6 oclock the is a 38, at 9 oclock there is a 22. These are military rounds with the siver colored bullet it measures .259 dia. Can anyone positively identify these for me.
