2 Bears?

Where in the USA or Canada can a hunter take 2 bears on one hunting trip?

Lots of places.  Alberta, Idaho, and parts of Alaska come to mind.

In Alaska the limit in most areas for residents is three Black Bears.  And in some areas one Grizzly Bear per year.  For a non-resident one Black Bear, and one Grizzly.  Just a non-resident has to have a guide for Grizzly.
