I guess I'm not understanding what exactly is going on there :?

Is the ejector missing, and allowing the round to slip back into the chamber?  That's the only peice that I can think of that could be missing.  

What's overtravel?  

Sounds like they should have mentioned the name of the outfit that sold them the rifle.

AT any rate, I don't think it's a manufacturing defect.

It may have been converted to an extractor instead of an ejector and they didn't know it. I don't see anything missing in that photo. :?

that photo is really grainy, but the extractor itself doesn't look quite right, the shape is off where it would grip the brass.
