An accurate .50in load 1/6 scale barrel?

Ive been playing around with .17 cal grape, its been pretty accurate but I can never figure out how to load an accurate .49" ball load. I've tried in the range of 20-40grs of BP (12in bore) with different wads. Nothing seems to shrink the groups.
If it could even keep 9-10in groupings at 25yds Id have something to work with but no luck so far.

45 grs FFg. .490 round ball, and a tight patch- 25 yards.
