No votes are really immaterial. It takes 12 YES votes to estabish a new forum. How many No votes accumulate along the way makes no real difference. But sure folks don't have to be from a state to talk about hunting there. Lotsa folks hunt out of state each year.

I voted yes, I'm from Illinois and am interested in hunting all over the midwest area. My parents have a small cabin in Jo Davies county right across the river and hopefully I'll get a chance to hunt some pheasant over there some time.
