  Snarly foreigners and anti Americans here, were hassling the US military, because whenever we killed atop terrorist, there was danger of "collateral damage".
  So, our 'skunk works' came up with a knife cutter missile, so as to avoid such unnecessary damage.  Here is an article which explains much, just keep scrolling down.
