To use the site. 100 dollers which they say they will refund. I don't trust them and I'm not going to give them my CC info. All operators are from India and I can't understand them.

Sound like a web scam.
The scammers can create sites that are identical to the real deal till one looks at the small print.

An  scamPaypal tried that on me fifteen years ago; i looked at the phone number which did not match the real Paypal phone number.
That was the only difference.

If you are a business owner FB will charge fees to boost your presence but they don't charge normal subscribers.

I don't patronize farcebook

I've lived pretty much my whole
adult life without it and can't see
why the bleepedy bleep it's so
urgent to interact with it.
I have friends and relatives that
it's near life and death to them
18 MINUTES.  . . . . . .

Some members call it the FB jail. I don't know if it is scammers or not but the notifications people get sure do look like they are coming from FB. And they can't access their accounts for a period of time. The charge is "Not
Obeying their community standards." And your right, the 100 bucks is is a holding amount  for businesses who do something against the community standards, if they want to keep their page open, but they say the fine will reimbursed at the end of they'er ban.

It's kinda like some places are doing if you get gas on a debit card, even if you only get 20.00 worth of gas.
