Unreal. Stop traffic for a ground hog, then he shoots it in front of everyone. Why didn't he just give it a good boot.  Or just drive on. It would have got run over eventually.

 If the chuck were rabid..as it appears to be, the carcass should not be left lying around.  It should either br buried under rocks where other mammals cannot dig it up..or the carcass should be incinerated.
