Well I see the party goers that chased down the shooter are somewhat being demonized. The reported even mentioned possible charges against the brick throwers. I say that part of it happened for the best. If the police would have caught him he may have not been shot. He would be put in jail for a time, then released after a number of years, all at the expense of tax payers. I think it was the police chief that even said its not a good idea to chase a gunman. No its not normally, but in this case it worked out great. Who knows if he would have shot other people if he was let go for the police to eventually catch.
