ALICE LC2 buttpack

So I've had my deuce stuff disassembled for
other uses, and I was trying to put one set back
to use as intended. The old stuff wasn't a problem.
Some of the other stuff I was either forgetful
or ignorant about
The stuff that's back together is a mixture of pre
ALICE and LC.
The buttpack is the old canvas M1956 job
The other is a "newer " nylon, but not the later
nylon fastex buckle job, this one still has the
metal buckles. 
There's two velcro loops on the backside that
would look as if they're to fasten to a tube or
something. Spaced about 4 inches apart and
oriented for vertical fastening.

Help me out.  What are these for?

Found out

The loops are to roll up the
bottom straps and velcro the
rolled straps up out of the way
so they don't dangle. I'd have
never thought of that because
that's where your rolled poncho
belongs, and I can't envision
not carrying a poncho
